Is it possible to export to RefWorks from ProQuest Congressional?

According to ProQuest Technical Support (in an email dated Oct. 2, 2012):

"Currently ProQuest Congressional does not have the ability to save off articles to your My Research account but it is a functionality we are looking to include sometime in the future."

Some of the titles you'll find in ProQuest Congressional also appear in WorldCat or Catalyst.   In those cases, finding the records in Catalyst or WorldCat can be an alternative to manually entering them in RefWorks.
